As someone else pointed out Napoleon was 1) an aristocrat, if only just, and carried within him a a small claim because he already belonged to the political class and 2) he named himself Emperor and not King because the Kings of France had been deposed and he had no claim to their legitimacy.
Napoleon is an interesting exception to the norm because even after his abdication and then after his deposition his family was still treated as royal. Bonapartes continue to this day to marry other Royals and distinguished noble families. He is the exception though, in crowning himself, and legalistically he was Consul For Life, First Citizen, and it was argued even at the time in France that in naming himself Emperor he was merely recognizing the fact that had taken the Romans centuries to admit– if you have all political power of the Rex it doesn’t matter what you call yourself.

As for 2) I’m not sure if that was the main reason. He wanted to have a greater status than the previous kings and seen as leading France onto a new era of imperial glory and conquest. Napoleon was also a big fan of the Romans and modelled himself on Augustus. The jump from Consul to Emperor made sense for him. Dynasties do fall out of power and get replaced by new ones though. The Romanovs came into power after the imperial house of Rurik went extinct with the death of Feodor I. There were cadet branches and distant relations but succession was not clear so the country exploded into a massive and very bloody civil war known as Time of Troubles.
