Sorry but I taught government for over 10 years, taught Constitutional Law, and worked in government. Yes, states bear certain responsibilities but as stated above issuing guidelines is not all they are to do. If that is the case why do we have a CDC? Why do we have a NIH? We have a national stockpile of certain pharmaceuticals for a reason. In any National Disaster we have FEMA. On and on are the facts and examples.

Not true. States are not ever going to have the stockpiles you fictionally speak of nor would they. They only keep a small amount as would be expected. Why would 50 states each keep 1-2 million pieces of equipment on hand for preparation of an event like major illness when these things expire? Fact: they don’t. They have a small stockpile to get through smaller crises. Then the Feds should have the stockpiles for a larger or mass incident but even then only a few months at most but then the War Powers ACT allows for procurement of more goods which is what the system is designed for.
