Again, it’s easy to blame these problems on Obama, but there’s nothing about him presenting a Pray for Maui shirt to Congress that requires them to use it. There’s nothing about him dealing with an insurance company and agreeing to remove the public option that obligates Congress to hand him a bill with it excised. Obama could come out right now and say, “insurance cut me a check for a cool million to make sure the public option was dead,” and it still wouldn’t matter. He has literally no sway over what Congress does. The real story is basically Congress was too dependent on the insurance lobby to pass a good bill and Obama, basically for show, played the role of middleman in giving them the concessions they needed to stop lobbying congress against the bill. But he gave them nothing. He said he would tell Congress to concede that out of the bill, as if he had any say in that matter at all, when Congress was going to concede that on their own whether he told them to or not…or let the bill die. A simple way to make my point is to state it this way: if you replayed the whole health reform process over again from the start exactly the way it happened except you locked Obama in a room for the whole thing and he wasn’t allowed to play any role in it, the outcome would have been exactly the same. Congress does not do what the President tells them to. They might pretend to for political reasons at times, but it’s an illusion.
